Yes, this device requires the caller id service to be active in order to work properly.
How does it Work?
It's very easy to install and use ... there is no programming needed, simply plug it in between the phoneline and your phone (as shown in the manual), and wait for unwanted calls to ring ... then press the BLACKLIST button to add unwanted calls to the BLACKLIST so that next time those numbers call, the unit disconnects those calls. Optionally, if you have a list of unwanted numbers, you could add unwanted numbers to the BLACKLIST memory manually, but that's not necessary.
If I lose power, will I lose the numbers I added to the BLACKLIST memory?
No, this unit has non-volatile memory that will prevent it from losing all the stored numbers, even when disconnected for a long time.
Do I need one T-Lock Call Blocker to protect each phone in my house?
You only need one T-Lock to protect your phone line (or phone number), regardless of the how many phone extensions(s) you have, corded or cordless.
Can I use the T-Lock Call Blocker to block calls to my cell?
The T-Lock Call Blocker works on landline, not mobiles or cell phone lines. However, you can forward your cell calls to your landline and use the T-Lock Call Blocker to block the cell calls.
Is theT-Lock Call Blocker compatible with VOIP or digital voice services?
Yes, the T-Lock Call Blocker has been tested with several VOIP voice services including Vonage, MagicJack, AT&T U-verse, Verizon's FIOS, Comcast, and many others.
Is the T-Lock Call Blocker compatible with DSL phone lines?
Yes, the T-Lock Call Blocker has been tested with several several DSL voice services. You will still need to use a DSL filter and install the T-Lock on the 'voice' side.
Will the T-Lock Call Blocker work with my existing Voicemail or Fax machine?

My Call Blocker does not display (or register) the caller ID information on incoming calls
